At the request of the Dutch Ministry of Justice, RAND Europe performed a quick scan of counter-terrorism policymaking and implementation following the 11 September 2001 terrorist attacks. The quick scan covered The Netherlands, Belgium, Finland, France, Germany, Spain and the United Kingdom. The goal was to make a contribution to improving coordination of counter-terrorism among European Union Member States. The report features qualitative descriptions of the initial reaction of the indicated countries to the 9/11 events, characteristics of their national institutional framework regarding the fight against terrorism, and selected elements of their specific counter-terrorism policies and policy implementations.
