This set of Black Cat cigarette cards, titled Raemaekers War Cartoons, was produced during World War I between 1916-1918 in London, England and Montreal, Canada. The full Raemaekers War Cartoons set consisted of 140 cigarette cards or 'stiffeners', and was issued in Canada,1916. Cigarettes had became an increasingly popular form of tobacco consumption during World War I due to their ease of use on the battlefront. Subsequently, the cards were included in Black Cat branded cigarette packets by Carreras Limited as incentive to buy the product, while circulating Allied propaganda. During World War I, Carreras Limited also produced cigarete card sets on the Science of Boxing and Women on War Work.

The original pictorials of the Raemaekers War Cartoons set were designed by Louis Raemaekers. Raemaekers was a Dutch cartoonist, born to a German mother, whose 'neutral' perspective was influenced by his personal experiences of Belgian refugees in Holland following the German invasion of 1914. Raemaekers condemned German actions and published cartoons with the Amsterdam 'Telegraaf' reflecting this opinion, which were re-distributed internatioanlly. As a result, Raemaekers was unsuccessfully prosecuted by the government for threatening 'Dutch neutrality'. In December 1915, Raemaekers relocated to London where he had already established mass publicity and popularity. A series of public exhibitions and publications followed.
 
Throughout World War I, Raemaekers was a figure of great public influence who produced over 500 cartoons promoting an Allied perspective.
